How to limit current consumption of a Phone in USB Accessory Mode (Device mode)?

I have an embedded device in USB host mode (USB 2.0 Full Speed) connected to an Android phone via USB Open Accessory Protocol.
The embedded host can deliver up to 500mA permanently which should be enough according to specification.
If the current drawn by the phone is more then 500mA, VBus is switched off by software to avoid damage of the embedded device.

The problem is, that some of the Android phones draw more than 500mA.

Is there a way to limit the current without changing the hardware.
Can charging be disabled/limited in the App? Or is it possible to configure the Andoid phone during enumeration to limit current consumption?
The solution must not require a rooted Android phone.
